Combined bills for water, sewer and garbage service shall be rendered monthly and shall be delinquent thirty (30) days after their rendition. In the event of failure to pay the bills within said thirty (30) days, an additional charge of ten dollars ($10.00) shall be added to the bill, as well as a delinquent penalty of up to one hundred percent (100%) of the delinquent amount.
Whenever payment is made on a combined bill for water, sewer and garbage service, the payment shall be applied first toward any outstanding fines, penalties, or late charges owed to the Village, then to the charge for garbage service, then to the charge for sewer service, and lastly to the charge for water service.
