(a) Council hereby authorizes the publication of ordinances and resolutions in summary form.
(b) The Director of Law shall review the summary of each ordinance and resolution and certify to the Clerk of Council that the summary is legally accurate and sufficient before such legislation is published by the Clerk.
(c) The Clerk of Council shall provide a copy of the complete text of the legislation to any person upon request after such legislation has been published.
