To deter and prevent blight conditions within the City of Massillon; to preserve property values and the health, safety and welfare of the residents of Massillon; to make awareness of the responsibilities of owners of vacant buildings and structures and to speed the rehabilitation of the vacant buildings; to shift the cost of economic burden from the general citizenry to the owners of the vacant buildings; to require property owners of vacant buildings to pay an annual registration fee to assist and compensate the City government, particularly the departments of Police, Fire, Health, Building and Housing to access the risks of fire safety hazards, illegal dumping, scrapping, vandalism, general crime and nuisances.
