Any person or entity desiring to lease real estate owned by the municipality shall, as part of its request to enter into any lease agreement, provide and bear all costs and expenses of compiling and mailing the following as part of the request for a lease:
(a) Map of the area sought to be leased from the City which includes all other parcels and property owners which are to be part of the proposed drilling unit.
(b) A list of the parcel numbers, tax mailing address and owners of each parcel of real property that is located within five hundred (500) feet of the surface location of the municipal property that is the subject to the proposed lease agreement.
(c) Copies of the proposed lease agreement.
(d) The list of property owners shall also be provided in electronic format.
(e) The person or entity requesting the lease agreement shall also provide stamped addressed envelopes for each and every property owner required to be notified under Ohio R.C. 1509.61 along with the notice of the location, date and time of the public meeting, the terms of the said notice to be provided by the Clerk of Council or the Law Department.
(f) The expense of the letters and postage shall be paid by the person or entity which requested such lease agreement.
