1317.04 LICENSE EXEMPTIONS.
   No provision of this chapter shall be interpreted:
   (a)   To require that the bona-fide owner and occupant of a single-family dwelling be licensed who personally performs work upon such premises occupied or to be occupied by the owner thereof as such owner's established residence. Such owner shall be issued a permit for such work providing:
      (1)   His plans and specifications are approved by the Building Official; and
      (2)   He has satisfactorily qualified through an oral test given by the Building Official relating to such work. All such work shall be done in conformity with the provisions of this chapter and no work shall be done unless all permits required by this chapter are obtained.
   (b)   To apply to public utilities operating under franchise or the laws of the State, in the installation, maintenance, removal or repair of the plumbing used in connection with their business, of providing water service to their customers or users, provided, however, the City reserves the right to inspect the plumbing covered by this subsection whenever the Building Official feels that such inspection would be in the best interest of the public safety and welfare.
   (c)   To require a plumbing apprentice to have a license, take an examination or pay any fee or fees before engaging in the pursuit of his trade when he is in the employ and under the direct supervision of a licensed plumbing contractor. However, such plumbing apprentice is required to register annually with the Building Department.
