The revenues received pursuant to this Chapter 943 shall be deposited with the City Auditor and shall be kept in a separate and distinct fund known as the Stormwater Drainage Fund. The Stormwater Drainage Fund shall be used for the payment of the cost of items related to the City's Storm Water Management Plan as mandated by the Ohio Environmental Protection Agency (OEPA) and of the management, maintenance, operation and repair of the stormwater utility system and for the enlargement or replacement of the stormwater utility system, for the construction and reconstruction of said system, for the payment of interest on any indebtedness incurred for the construction thereof, and for the creation of a sinking fund for the payment of such indebtedness, but shall not be used for any other purpose not related to items in this chapter or for private storm sewer apputanences.
