(a) The Massillon City Fire Department shall hereafter be the primary provider of Emergency Medical Service (EMS) with ambulance transportation within the City of Massillon, Ohio. Such services are hereby placed under the direction of the Safety Service Director.
(b) The Safety Service Director shall be the executive head of EMS and the chief administrative authority thereof. He shall establish all rules and regulations for the operation of such service.
(c) The Safety Service Director (or his designee) shall annually report to Council regarding the operation of the EMS.
(d) The Safety Service Director and the City of Massillon Fire Department shall be responsible for the establishment and the implementation of all procedures and protocol to be followed by the Massillon Fire Department or any private ambulance companies with regard to responding to calls of an emergency medical nature within the city limits of Massillon, Ohio.
