(a) Any person who engages in the business of buying, selling, exchanging or receiving junk or scrap, or who operates a junk yard, scrap yard, scrap metal processing facility or recycling facility within the corporate limits of Massillon must first obtain a license from the Director of Public Service and Safety.
(b) Salvage motor vehicle yards which require titles in exchange for the sale of a vehicle or recycling facilities which do not offer anything of value to individuals in exchange for the recycled material are excluded from this section.
