No person, being the occupant, and/or owner, shall permit to accumulate on any premises, improved or vacant, and on any open lot or alley in the City any lumber, boxes, barrels, bricks, stones, logs, firewood or similar materials that may be permitted to remain thereon unless the same shall be placed on open racks that are elevated not less than six inches above the ground, and evenly piled or stacked so that these materials will not afford harborage for rats, or become a fire hazard.
