(a) Barricades shall be substantially built and shall not be less than three feet in height.
(b) Fences shall be substantially built with tight boards, plywood or other suitable similar material applied on the outer face, and shall not be less than six feet in height. When openings are required for access to the premises, they shall be equipped with sliding or inswinging doors or gates.
