Persons who have paid for the garbage and rubbish collections as provided for in Section 965.09 entitling such person to regular collection of ashes and cinders by the City at least twice a month, shall provide suitable baskets or other suitable receptacles for the holding of ashes or cinders, and in order to obtain the minimum rate shall place them at the rear entrance on ground level of their premises, so that such receptacles will be available to the collector on collection days assigned to that particular street on which they may reside.
