The Director of Public Service and Safety shall cause all garbage to be collected and removed at least once each week and all rubbish to be collected and removed at least once every two weeks with such additional collection of garbage and rubbish as he may deem necessary in order to keep such garbage and rubbish from becoming a nuisance.
