No person shall play upon any musical instrument in a boisterous manner within the boundaries of the City park property, nor shall any group of persons (two or more) play as a unit for dancing or the like for fee or otherwise, without having proper written consent of the City Park Commission or its proper representatives. Further, no person shall utilize any type of amplification devices in City parks without first obtaining the written approval of the Park Board.
