No person shall possess or use any intoxicating liquor, beer, illegal drugs or controlled substances of any form whatsoever on park property in the City. This section shall not apply to special events held in Duncan Plaza that are approved by the Recreation Board and that obtain an appropriate State of Ohio liquor permit. Approval of the Recreation Board shall be considered on a case-by-case basis and shall only be granted in conjunction with the confirmation of all other required permits, insurances, and security provisions as required by federal, state, and local liquor laws.
