No person shall place or otherwise permanently affix any bill, notice, advertisement, sign or paper within City park boundaries, nor upon any fence, tree, or other protective or decorative device surrounding City park property, or upon such property without approval of City Council. A person may place or otherwise affix any temporary bill, notice, advertisement, sign or paper within City park boundaries with permission from the Parks and Recreation Board. (Ord. 55-1997.
