(a) No authorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer, or appurtenance without first obtaining a written permit from the City Engineer.
(b) The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the City Engineer. A permit and inspection fee of one hundred fifty dollars ($150.00) for a residential building sewer permit and two hundred fifty dollars ($250.00) for a commercial building sewer permit and for an industrial waste permit shall be paid to the City Engineer at the time application is filed. A permit fee for the repair of an existing sewer shall be seventy-five dollars ($75.00).
(c) Provided, however, no new permit will be issued when it has been determined by the City Engineer or Plant Manager of the Wastewater Treatment Plant that there does not exist sufficient capacity in the Wastewater Treatment Plant, including collecting, pumping, treating and disposing of wastes as may be discharged by the applicant of such new permit.
(d) At the time when the permit and inspection fee is secured per subsection (b) hereof, a capacity charge for new connections shall apply and be calculated per the following table. Once the capacity charge is calculated, it shall be payable at the time the permit and inspection fee is acquired.
