(a) Without limitation upon the rights which the City might otherwise have, the City does hereby expressly reserve the following rights, powers and authorities:
(1) To exercise its governmental powers now or hereafter to the full extent that such powers may be vested in or granted to the City.
(2) To grant additional franchises within the City to other persons for the conduct of a cable television system, but only under terms and conditions that are equal to or exceed the terms and conditions contained in this chapter, any other existing franchise agreements and any and all additional rules promulgated by the City or its representatives.
(3) To exercise any other rights, powers or duties required or authorized under the Constitution of the State of Ohio, the Laws of Ohio, or the City Charter.
(b) The rights contained in this Section are separate, distinct and in addition to those enumerated elsewhere in this chapter.
