745.02 LICENSE.
   No person shall carry on the business of pawnbroker, or of loaning money on jewelry or any personal property in the City, without first taking out a license from the Mayor. The Mayor is authorized to grant to any person of good moral character who may apply therefor, a pawnbroker's license, which shall be issued under the corporate seal and signed by the Mayor, and remain in force one year from the date thereof upon the payment therefor to the Mayor by the applicant, the sum of not less than one hundred dollars ($100.00) nor more than two hundred dollars ($200.00).
