(a) No employer, labor organization or joint labor-management committee controlling apprenticeship or on-the-job or other training or retraining programs, shall discriminate against an individual because of race, color, religion, sex or national origin, in the admission to, or employment in, a program established to provide apprenticeship or other training.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree for a first offense; for a second or subsequent offense such person is guilty of a misdemeanor of the third degree.
