This chapter shall not be construed to interfere with or restrain the distribution of United States mail or the selling or distributing of newspapers as defined and permitted by the laws of the State. Nor shall this chapter be construed to prohibit the distribution of necessary and proper data to the voting public, concerning candidates, while making a canvass of voters for election to public office.
