553.06 KICKING CARS OVER CROSSINGS.
   (a)   No railroad company or railroad employee shall permit railroad cars to cross any street intersection in the City without being attached to a locomotive. This practice is commonly known as “kicking cars over crossings”.

   (b)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.
