(a) No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
(b) No person, being the owner or in charge or control of any dog shall allow or permit such dog to commit a nuisance on any school ground, City park or other public property or upon any private property other than that of the owner or person in charge or control of such dog without the permission of the owner of the property.
(c) In the case of defecation where the owner or person in charge or control of such dog removes all feces deposited by such dog and disposes of the same in a sanitary manner, such nuisance shall be considered abated. Failure to abate the nuisance shall subject the person to the penalty for violation of this section.
(d) For the purposes of this section City dog wardens shall have authority to issue and serve notices of all complaints to persons owning, keeping or permitting dogs to be kept in violation of this section.
(e) Whoever violates any of the provisions of this section shall be deemed guilty of a minor misdemeanor.
