(a) No person shall purposely or knowingly remove, destroy, mutilate or alter the numbers on any bicycle frame.
(b) No person shall purposely or knowingly remove, destroy, mutilate or alter any registration sticker or license tag or make any facsimile of a license tag or registration sticker. This section does not apply to the legal owner of the bicycle or licensing agent who has removed the sticker of a previous owner pursuant to re-registering the bicycle.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
