(a) Every owner of a bicycle having a wheel diameter of twenty inches or greater shall register with the Chief of Police his or her name, address, phone number, the name of the manufacturer, model name or number, serial number, style, color(s) and general description. In the event the owner of the bicycle is a minor under the age of eighteen years, then the parent or guardian or the person having the care of such minor shall make such registration on behalf of the minor.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
