No person shall:
(a) Park any vehicle across any line or marking of a parking space or in such a position that the vehicle is not entirely within the area designated by such lines or markings.
(b) Use any parking space for the purpose set forth in Section 353.10 without complying with such section or in violation of a permit issued pursuant thereto.
