From time to time as traffic conditions require, on-street parking zones comprising streets or portions of streets within the City shall be established by ordinance of Council enacting sections of this chapter or amending or supplementing the provision of this chapter. Each such ordinance shall designate the number of individual parking spaces to be located in the particular on-street parking zone and the respective locations thereof within the zone. Upon the passage of any such ordinance, the Safety-Service Director is authorized and directed to mark off such individual spaces, all of which shall be of equal length, insofar as practicable, and which shall be so situated as to relieve traffic congestion and promote the flow of traffic. No such space shall be marked off by the Director in any area, location or place where parking is prohibited by other provision of this Traffic Code. The Director shall designate such parking spaces by lines or markings painted or otherwise marked on the curbing or the surface of the street. At each space so marked off no person shall park any vehicle in such a way that such vehicle is not entirely within the limits of the space so designated.
