No person shall:
(a) Park any vehicle across any line or marking of a parking space or in such a position that the vehicle is not entirely within the area designated by such line or marking;
(b) Fail to pay the established parking fee or fail to deposit the courtesy envelope containing the parking ticket and necessary fee;
(c) Cause to permit any vehicle registered in the name of, or operated by such person to travel in any direction other than that established by the proper sign and markings; or
(d) Cause or permit any vehicle registered in the name of, or operated by such person to exceed the established speed limit.
