The Safety-Service Director is hereby authorized and directed to install the necessary signs and markings to clearly indicate the direction of travel and the speed limit for all vehicles using any of the off-street parking areas. The speed limit upon the off-street parking areas is ten miles per hour. No person shall operate any vheicle in any direction other than that established by the signs and markings or travel at a speed exceeding the speed limit established herein.
