Sec. 82-266. Periodic revision to user charges and to capital improvement charges.
(a)   Revenues generated by user charges are to support the cost of the operation and maintenance of the POTW. Operation and maintenance costs shall include replacement costs for obtaining and installing equipment, accessories or appurtenances which are necessary during the service life of the POTW to maintain the capacity and performance for which the works have been designed and constructed.
(b)   Capital improvement charges are established to provide for the payment of any and all kinds of indebtedness, to build reasonable reserves for replacement and to maintain and equip the POTW so that it may continue to meet state and federal performance standards and regulations and the requirements of its latest NPDES permit.
(c)   An annual audit shall be prepared as required elsewhere in city ordinances and the charter. Based upon such audit, the city shall review user charges and capital improvement charges annually and shall revise them periodically to reflect the actual cost of the POTW operation and maintenance costs (including replacement costs) to maintain a proportionate system of user charges and to provide such sums as the city council may deem necessary for capital improvements to the system.
