Sec. 82-251. Rates, fees and charges established.
(a)   The following charges for equipment, service, and connections shall be as established by resolution of the city council unless stated otherwise:
   (1)   Testing water meter.
   (2)   Water turn-on charge.
   (3)   Water deposit.
   (4)   Water meter use fee, except for outside meters purchased and installed at the property owner's expense.
   (5)   Base water connection fee.
   (6)   Additional water connection fee.
   (7)   Service charge.
   (8)   Water turn-on after 3:30 p.m. Monday through Friday, or any time on Saturdays, Sundays, or holidays will be charged at contractual rates and hours.
   (9)   Water turn-on wrench, refundable deposit.
   (10)   Sprinkler meter (meter, yoke, dial, new account fee).
(b)   A capital improvement charge which shall be a separately stated charge on all billings rendered to customers shall be collected and accounted for in a separately stated account within the combined water and sewer fund.
(c)   Where connections are made to a residential building, there shall be one base water connection fee for each dwelling unit.
(d)   Where connections are made to a building or structure devoted to commercial or nonresidential uses, there shall be one base water connection fee for a three-quarter-inch water pipe connection and an additional base water connection fee for each one-quarter-inch increase in water pipe size over three-quarter-inch.
(e)   Where an existing structure is altered or enlarged by increasing the number of dwelling units, or is altered to a nonresidential use, and the size of the water pipe is increased, an additional base water connection fee shall be made in the manner as provided in this section.
(f)   The water meter use fee shall be collected and placed in a special segregated capital account by the city treasurer, which account shall be restricted to expenditures for the repair and replacement of defective or obsolete water meters and related equipment.
(g)   The service charge shall be due and payable when service is requested by a customer for that portion of the system which is owned by or the responsibility of the customer. The service charge shall be due only for the second and subsequent call for any single occurrence and due only when calls for service are made after regular working hours.
