Any user who violates this article or any order, rule, regulation or permit issued under this article, which violation is not declared a misdemeanor, shall be responsible for a municipal civil infraction and shall be liable for a civil fine of not more than $2,500.00 for each offense, plus the costs of the action as provided by MCL 600.8727. Each day on which a violation shall occur or continue shall be deemed a separate and distinct offense. In addition to the penalties provided in this section, the city may recover its actual costs, including inspection fees, incurred for any cleaning, repair or replacement work caused by a violation and reasonable attorneys' fees, court costs, court reporters' fees and other expenses of litigation by appropriate suit at law against the person found to have violated this article or the orders, rules, regulations and permits issued under this article.
