(a) The department is empowered to establish rules and regulations and fees consistent with the provisions of this article regarding the titling and registration of bicycles and the operation of any bicycle on any public way or publicly owned property within the city limits.
(b) Public notice of all rules and regulations made under this article shall become effective when notice has been given by publication in a newspaper of general circulation.
