Sec. 78-130. License.
(a)   The department or designated public or private entity shall issue a license upon receiving proper application and the prescribed registration fee, except that a license shall not be issued unless the bicycle is properly equipped as required in this article.
(b)   No resident shall drive or park a bicycle upon any public way or publicly owned property within the city limits unless a valid license is attached to the seat tube of such bicycle.
(c)   Licenses shall be valid for three years and shall expire on March 31.
(d)   A bicycle shall not be offered for rent nor rented within the city limits unless it is registered, has a valid license attached, and is equipped as required in this article.
(e)   If the original license is lost, stolen, removed, defaced or destroyed, a replacement shall be issued by the department upon receiving proper application and payment of the prescribed fee.
(f)   No person shall willfully or maliciously remove, destroy, mutilate or alter the license or the identifying number of a bicycle.
