(a) It shall be unlawful for any person to destroy, injure or damage any electrical light, equipment, or any livestock, animal or poultry of another or any real or personal property of any person within the city; however, this section shall not apply to any officer acting in the discharge of his duty.
(b) It shall be unlawful for any parent, guardian or other person having the custody or charge of any minor under the age of 16 years to knowingly permit such minor to violate any of the provisions of this article.
