If any person shall desire to deepen or extend a well below the depth of its original objective, he shall make application to the city council the same as if original application for permit were taken. In such deepening and reworking, the same precautions shall be complied with as set forth in this article. If such application for reworking or deepening shall be filed within 60 days from the date of the completion or abandonment of the original drilling operation, a reduced fee in the amount established by resolution shall be required.
