Any alarm system user who has an activation of an alarm system that is a false alarm as defined herein that occurs within 120 days of a prior false alarm or within 240 days of three or more prior false alarms is responsible for a civil infraction. Any violation notice or municipal civil infraction citation charging an offense shall specify the dates of any prior offense causing the activation to be a violation.
