Sec. 30-32. Legislative findings of fact.
It has been found that there are specific flood hazard areas within the city which are subject to periodic inundation which may result in loss of life and property, health and safety hazards; the disruption of commerce and governmental services; extraordinary public and private expenditure for flood protection and relief; and impairment of the tax base, all of which adversely affect the public health, safety and general welfare; that these flood losses are caused and increased by the cumulative effect of development in areas of special flood hazards which increase flood heights and velocities, damage uses in other areas when inadequately anchored and themselves suffer inordinate loss when inadequately floodproofed, elevated or otherwise protected from flood damage; and that the general welfare of the residents and safety of all structures located within or adjacent to flood hazard areas would substantially benefit by the implementation of certain limitations upon development as set forth in this article.
