§ 154.071 EARTH SUBBASE.
   (A)   All fill areas within proposed street rights-of-way shall be placed in eight-inch lifts and compacted to 95% standard proctor on a lime modified sub-grade 12 inches in depth as noted in Table 3-B located at the end of this chapter. The developer or contractor will be responsible to have compaction tests performed by qualified personnel and submit copies of these tests to the village. The number of tests will be determined by the Village Engineer.
   (B)   Portland cement concrete pavement joints shall be sawed longitudinally in center and every 15 feet transversely.
   (C)   Materials and construction techniques shall be in accordance with the applicable sections of the latest edition of the Standards and Specification for Road and Bridge Construction, as published by the Illinois Department of Transportation.
   (D)   In the event of dispute, Illinois Department of Transportation standards and specifications shall prevail.
   (E)   An Illinois registered professional engineer shall be required to certify any pavement design reports, compaction reports and the like that are required.
   (F)   (1)   Trench drains a minimum of 12 inches wide and 30 inches deep with a four inch perforated pipe placed in rock backfill to within six inch of the ground surface and covered with geotextile fabric shall be installed on both sides of the street or roadway as required in the notes on Table 3-B located at the end of this section.
      (2)   Trench drains on all new village streets and roadways with profile grades greater than 5%.
         (a)   Minimum 12 inch wide and 30 inch deep;
         (b)   Four inch perforated pipe;
         (c)   Three-quarters clean rock backfill to within six inch of ground surface; and
         (d)   Geotextile fabric envelope.

Notes:
(1)   Equivalent pavements, in addition to those shown in Table 3-B, shall be submitted to the Public Works Director or Mayor's designee for approval.
(2)   If total pavement thickness exceeds 8”, the granular aggregate base/subbase shall extend under the curb and gutter.
(3)   All pavement types shall be constructed on a lime modified subgrade 12” in depth.
(4)   Trench drains shall be installed either side of roadway and street pavement with a profile grade greater than 5%. Minimum Street Construction Standards requires trench drains to be installed on each side of the roadway and connected to the street storm sewer system. Trench drains shall be constructed 12” wide with a 4” perforated drain pipe installed in 3A" clean stone a minimum of 30" deep and covered with geotextile mat.
 
      (3)   Abbreviations and definitions.
         (a)   B.A.M. - Bituminous Aggregate Mixture;
         (b)   P.C.C. - Portland Cement Concrete;

         (g)   Fiber Reinforcement - Polypropylene reinforcing fibers. Fiberglass fibers are not allowed due to reactivity with cement paste.
         (h)   Maximum Lift Thickness: Crushed Stone - 8”; B.A.M. = 6”; HI Binder = T; and Surface = 2”.
