§ 154.016 SUITABILITY FOR SUBDIVISION GENERALLY.
   Any tract of land that is unsuitable for development due to probable flooding, poor drainage, rough topography, adverse soil conditions or other features which will be harmful to the health, safety and general welfare of the inhabitants of the subdivision/development and/or its surrounding areas shall not be subdivided or developed unless the subdivider/developer formulates adequate plans/methods to solve the problems caused by the adverse land conditions.
