§ 151.049 GARBAGE STORAGE CONTAINERS.
   (A)   The owner, resident, manager or operator of every residence or establishment producing garbage, vegetable wastes, other putrescible materials, and/or recyclables shall, at all times, use or cause to be used, leak-proof containers having close-fitting covers for storage of the materials until such time as they are removed from the premises for disposal.
   (B)   Garbage storage containers, including recyclable storage containers, shall not be placed at curbside for waste collection more than 24 hours prior to the day which collection is scheduled. Containers shall be removed from the designated pick-up point within 24 hours of the scheduled pick-up and placed behind or to the sides of a building or otherwise hidden from view. Under no circumstances shall a container be placed or kept for normal daily use within the area between the edge of the street, pavement or curb and the building setback line, where practical.
   (C)   All storage containers which are greater than one yard in size located in commercial areas shall be screened from residential areas and residential streets so they are not visible. All storage containers which are greater than four yards in size located in residential areas shall be screened from view so as not to be visible from open areas.
