§ 114.03 LICENSE REQUIRED.
   (A)   No person or organization shall conduct or partake in the selling of raffle chances within the limits and territory of the village without having a license to do so issued by the Mayor in a manner hereinafter provided and a valid license for the purpose as provided by the Illinois Compiled Statutes.
   (B)   Licenses shall be issued only to bona fide religious, charitable, labor, fraternal, educational or veterans’ organizations that operate without profit to their members and which have been in existence continuously for a period of five years immediately before making application for a license and which have had during that entire five-year period a bona fide membership engaged in carrying out their objectives or to a non-profit fund-raising organization that the licensing authority determines is organized for the sole purpose of providing financial assistance to an identified individual or group of individuals suffering extreme financial hardship as the result of an illness, disability, accident or disaster.
      (1)   The above mentioned types of organizations shall be defined pursuant to the Illinois Compiled Statutes and incorporated herein.
      (2)   No person or organization shall be issued more than one license in a period of one week.
      (3)   The manager of a raffle game shall give a fidelity bond in the sum of $1,000 in the performance of his or her duties. The Mayor or his or her designated representative is authorized to waive requirement for bond by including a waiver provision in the license issued, provided that the license containing the waiver provision shall be granted only by majority vote of the members of the licensed organization. The terms of the bond shall provide that notice shall be given in writing to the licensing authority not less than 30 days prior to its cancellation.
      (4)   Any license issued under this code shall be non-transferable.
