§ 111.10 SOLICITATIONS ON PUBLIC HIGHWAYS.
   (A)   Charitable organizations shall be allowed to solicit upon public highways under the following terms and conditions:
      (1)   The charitable organization must be one that is registered with the Attorney General for the state as a charitable organization as provided by “An Act to Regulate Solicitation and Collection of Funds for Charitable Purposes, Providing for Violations Thereof, and Making an Appropriation Therefor,” approved July 26, 1963, as amended (ILCS Chapter 225, Act 460, §§ 1 et seq.);
      (2)   Solicit only at intersections where all traffic from all directions is required to come to a full stop;
      (3)   Be engaged in a state-wide fund-raising activity;
      (4)   Be liable for any injury to any person or property during the solicitation which is causally related to an act of ordinary negligence of the soliciting agent; and
      (5)   Any person so engaged in the solicitation shall be at least 16 years of age and shall wear a high visibility vest.
   (B)   (1)   Every charitable organization seeking to solicit upon public highways in the village must obtain a permit, as provided herein.
      (2)   Solicitations will be limited to three two-day periods per calendar year per organization.
      (3)   If approved, solicitations will be allowed only during daylight hours for a total of eight hours split between a consecutive Friday and Saturday. Exact times will be subject to Village Board approval.
   (C)   All applications for a permit shall be made during the month of December for the next calendar year. Priority will be given to those organizations which have conducted a solicitation during the past year.
   (D)   The application shall contain the following:
      (1)   Name, address and telephone number of the applicant organization and name of the person to whom correspondence should be addressed;
      (2)   Names and addresses of the organization’s principal officers and management;
      (3)   The purposes for which the solicitation is to be made and the use or disposition to be made of any receipts therefrom;
      (4)   The name and address of the person or persons who will be in direct charge of conducting the solicitation;
      (5)   The time when the solicitations shall be made, giving the preferred dates for the beginning and ending of the solicitations;
      (6)   Proof of insurance (such as a certificate of insurance) including a provision for general liability of at least $1,000,000 per occurrence; and (Additionally, the village must be named as an “additional insured” on this certificate of insurance. This proof of insurance must be presented to the Village Comptroller no later than seven days prior to the preferred dates for the solicitation.)
      (7)   Any additional information the Village Board may determine to be necessary.
