(A) It shall be unlawful to remove or cut down any tree or shrub or portion thereof in any street, parkway or other public place without having first secured a permit therefore.
(B) Applications for permits shall be made to the Street Superintendent and shall be referred by him or her to the Village Board before permission shall be granted.
