(A) Every member who shall be present when a question is stated from the Chair shall vote thereon unless he or she is personally interested in the question, in which case, he or she shall take whatever steps are necessary to insure that his or her vote is not taken.
(B) For purposes of the vote count an abstention or present vote shall count neither for nor against a question.
