(A) Notice. The Village Zoning Administrator, or other designated village official, may serve on either the owner, lessee, occupant, or any agent, servant, representative, or employee of any owner, lessee, or occupant of any parcel of land on which such weeds or grass grows, an abatement notice, giving such person five days to cut or remove the weeds or grass. Service of notice may be provided by personal service, certified or regular mail, or posting a sign on the parcel of land in violation. The abatement notice shall also state that upon failure to abate, the village may cut or remove the weeds or grass without additional notice, and the cost and expense to the village shall be paid by the owner or person in control of the parcel of land. Once notice has been provided by the village regarding a violation on a specific parcel of land, that notice shall be sufficient for any repeat violations and abatement for the remainder of that calendar year.
(B) Returned mail. If the notice to abate, sent by certified or regular mail, is returned to the village by the United States Postal Service because of inability to make delivery thereof, the village is authorized to immediately cut or remove the grass or weeds on the specified parcel of land.
(C) Posting of notice; form. If the village chooses to give notice by posting, it shall post a sign in a conspicuous place near the main entrance of a structure on the property. The posted sign shall be at least 14 inches in height and 8 inches in width.
(D) Unlawful to tamper with posted notice. It shall be unlawful for anyone to deface, tamper with, or remove the notice to abate sign from the property where it is posted until the violation therein identified has been abated or unless authorized by the village official responsible for placing the notice.
