The Board shall submit an annual budget to the Board of Trustees within 30 days of a request to do so by the Board of Trustees. The budget will consist of specific items for which funding is requested and the amount to be budgeted for each. The Board shall possess no power to order any actions, enforce any of the ordinances of the village or expend any funds not specifically allocated by the Board of Trustees and then only for the specific purpose for which allocated.
