§ 22-521.   Pedestrian Access and Circulation.
   1.   General. By creating a safe, continuous network of walkways within, and between developments, and completing partially constructed sidewalk patterns within communities, pedestrians feel more inclined to safely walk, visit, or shop. Walkways should provide an inviting and convenient option for pedestrian movement within a community and promote direct pedestrian access to neighboring residential, non-residential, and public uses.
   2.   Design Guidelines.
      A.   Trails. Trails shall be provided except for minor subdivisions.
         (1)   Trail width shall be a minimum of 4 feet.
         (2)   Easements 10 feet wide are required for trails. Provide a plan note indicating such easement must be 5 feet on either side of the centerline of the trail as constructed.
         (3)   Encroachments into the trail shall not result in less than a 4-foot wide minimum clearance width from any obstacles.
         (4)   Marked crosswalks shall be provided within the vehicular travel ways intersecting with trails.
      B.   Sidewalks.
         (1)   Paved sidewalks shall be provided on both sides of a new street.
         (2)   Sidewalks shall be constructed in accordance with ADA standards as per PennDOT Roadway Construction Standard RC-67M.
         (3)   Sidewalk widths shall be a minimum of 4 feet.
         (4)   Where possible, sidewalks should be sloped towards adjacent pervious surfaces, not adjacent impervious surfaces.
         (5)   Encroachments into the sidewalk shall not result in less than a 4-foot wide minimum clearance width from any obstacles.
         (6)   Sidewalks shall not exceed a cross slope of 2%.
         (7)   Ramp cuts shall be located at all sidewalks intersecting with vehicular travel ways.
         (8)   Marked crosswalks shall be provided within the vehicular travel ways intersecting with sidewalks.
