When a plan proposal requires the grant of a special exception, conditional use or variance from the Borough zoning ordinance, the applicant shall obtain such special exception, conditional use or variance approval from the Borough and/or Zoning Hearing Board, as applicable, prior to the submission of the preliminary plan. The plan shall be designed and developed in accordance with any conditions that have been imposed upon the grant of
such special exception, conditional use or variance by the Borough Council and/or Zoning Hearing Board, as applicable.
