§ 22-403.   Preapplication Meeting Procedures.
   1.   The purpose of the preapplication conference is to:
      A.   Foster informal plan review between the applicant and the Borough;
      B.   Reduce subdivision site plan design and development costs for the applicant; and
      C.   Expedite the Borough’s review and approval process.
   2.   A preapplication conference shall be held with the Borough and/or the Borough engineer.
   3.   The applicant shall have prepared a completed subdivision or land development plan in accordance with Part 4, 5, 6, 7, 8 and 9, as necessary, and any other descriptive materials.
   4.   The preapplication conference shall be scheduled at least 25 days prior to the Planning Commission meeting. The applicant may be charged reasonable fees for the preapplication services for the Borough Engineer’s attendance.
   5.   Due to the informal nature of the preapplication conference, the applicant and the Borough shall not be bound by the determination of the preapplication conference.
