If any section, clause, provision, or portion of the Chapter shall be held to be invalid or unconstitutional by any court of competent jurisdiction, such decision shall not affect any other section, clause, provision, or portion of this Chapter. It is hereby declared to be the intent of the Borough Council that this Chapter would have been adopted if such invalid or unconstitutional section, clause, provision or portion had not been included herein.
